Project of Compliance and Rationality Check of Water Pollution Permit in Central Region

This project was carried out throughout its term, which spanned from Feb. 3, 2023 to Nov. 30, 2023, an overall achievement of progress at 100%. This project sorted out the five trades with higher potential of operation not according to registered items and further sorted the subjects in the prone-to-violate trades in every county/city by number of dispositions and wastewater production. A data anomal analysis of the top 40 in each county/city was run, which results were given weights and scores; after the statistics, top 20 firms in every county/city (all together 100 firms) were selected as recommended subjects of permit compliance census. With these subjects of execution verified by the Central Center of Environmental Management, on-site permit compliance census was performed, by which result the subjects with concern of failure to operation normally, discrepancy between process, wastewater treatment facilities and the permit, and dilution/bypass were selected for in-depth inspections. of 10 firms undergone such check, two were found with noncompliance like bypass/negligence, and these 10 firms all committed violation of the Water Pollution Control Act. With the permit quality review and the deficiencies of permit compliance census on the 100 firms and the deficiencies in in-depth inspections at 10 plants summarized, we assisted in the document review and on-site survey exchange meeting in every county/city in all 5 events, each of which was attended by 18-38 persons, totally 132 persons.
